    The challenge

    Agro-industrial biogas plants combine three processes that are often run separately and end up inconsistent:

    What permits does a biogas plant need in Catalonia?

    Depending on capacity: the integrated environmental permit or an environmental licence, environmental impact assessment under Law 21/2013, land-use processing on rural land (special plan or PAE) and sector permits for energy and waste management.

    What is a standalone special urban plan (PEUA)?

    It is the planning instrument that allows public-interest or rural-linked facilities — such as a manure valorisation plant — to be sited on rural land, defining layout, access and integration conditions.

    Why is biogas considered renewable energy?

    Because it comes from anaerobic digestion of organic waste (manure, agri-food by-products), replaces fossil natural gas and cuts methane emissions from conventional manure management. Upgraded to biomethane, it is injected into the gas grid.
