Catalonia faces a historic opportunity to consolidate its leadership in the energy transition and in the development of a new industry linked to marine energy. In this context, the Plataforma Experimental d’Energies Marines de Catalunya (PLEMCAT), promoted by the Institut de Recerca en Energia de Catalunya (IREC), is a strategic infrastructure that can place the country at the forefront of renewable energy innovation.
PLEMCAT is not a commercial wind farm but a pilot zone designed to test, validate and develop floating offshore wind technologies and other emerging marine energy sources. It will also act as an observatory for climate change, biodiversity and environmental monitoring in the Mediterranean. The project has the backing of more than 70 organisations, including companies, universities, technology centres and public institutions, which are already collaborating or have expressed interest. But to make the most of these strengths, PLEMCAT must be launched without further delay. The current administrative difficulties in obtaining permits put national and European funding at risk, as well as pilot projects awarded to companies such as X1 Wind, Sener and Esteyco. Unless action is taken urgently, Catalonia could lose a unique window of opportunity and fall behind other regions that are already moving forward in this field.
