In previous articles we have already covered the new TARU Directive (urban wastewater treatment), the regulation 2026/805 on pollutants or the Catalan water cycle plan. This article addresses something different: the overarching European policy architecture that brings together and rescales all these pieces. A paradigm shift with a name of its own —the European Blue Deal— and a specific figure: 255 billion euros before 2030.
Europe must mobilise 255 billion euros before 2030 to modernise its water infrastructure. The European Economic and Social Committee has just given almost unanimous backing to the Commission's European Water Resilience Strategy and is calling for a European Blue Deal that integrates water into all EU policies. The paradigm shift is profound, and it directly affects Catalan public administrations, industry and the integrated water cycle as a whole.
A paradigm shift in water policy
For decades, European water policy has been built on specialised directives: the Water Framework Directive, the urban wastewater treatment directive, the drinking water quality directive. The new proposal changes the approach: it brings water resilience and climate change adaptation together in a single coherent policy framework. The logic of EESC Opinion C/2026/3223 is clear: the two reinforce each other and cannot be dealt with separately.
The policy response is built around two interconnected instruments: the European Water Resilience Strategy [COM(2025) 280 final] and a future Integrated Climate Resilience Framework. The EESC adds a far-reaching demand: a European Blue Deal that makes water a cross-cutting strategic priority. Adopted on 19 March 2026 with 216 votes in favour, 1 against and 1 abstention, the opinion sends an unequivocal political message.
What the 255 billion euros pay for
The figure comes from a Water Europe study cited in the opinion. These investments are to go towards modernising supply networks and reducing leakage, digitalising the integrated water cycle (sensors, digital twins, AI-based predictive modelling), expanding treatment capacity, restoring ecosystems and incorporating non-conventional water resources such as reclaimed water and sustainable desalination.
The EESC calls for the next Multiannual Financial Framework to earmark specific funding for water resilience, with a Blue Transition Fund as a single EU entry point. It also calls for water conditionality to be applied across all European funds (Cohesion, CAP, Horizon Europe, InvestEU, LIFE, European Competitiveness Fund).
Nature-based solutions and sponge environments
One of the most innovative strands of the opinion is the intention to roll out nature-based solutions at scale: restoration of wetlands, reforestation, reconnection of floodplains, soil regeneration, permeable surfaces and sustainable urban drainage systems. The logic is one of «multiple benefits»: reduced flood risk, aquifer recharge, biodiversity, carbon capture, improved water quality and lower treatment costs.
This is where the idea of sponge cities or sponge environments comes from: cities and landscapes able to absorb, retain and reuse water instead of channelling it quickly into overloaded drainage systems. The concept calls for land-use planning adapted to hydrological needs and a review of urban planning and building regulations.
The water test and the new regulation on water uses
Two regulatory instruments set the direction. The first is the water test (prova de l’aigua): all new EU legislation on the environment, agriculture, energy, industry or urban development will undergo a systematic water impact assessment. The logic: no European public policy can be designed while ignoring water.
The second is an urgent comprehensive regulation with a clear water use hierarchy (essential human needs → ecosystems → sustainable economic activities) and harmonised reuse rules for agriculture, industry and urban uses. It is, in practice, the piece that will consolidate the circular water economy at European scale.
Prevention, early warning and multilevel governance
The opinion also defines an operational architecture: a Union water resilience scoreboard integrating data from Copernicus, the European Environment Agency and local monitoring networks; mandatory national adaptation strategies with climate projections and drought and flood modelling; periodic stress tests of critical infrastructure against extreme events and cyberattacks; and national water resilience coordinators to ensure interministerial coherence.
What it means for Catalonia
Catalonia has become one of Europe's laboratories of structural water stress, and many of the strands of the new framework coincide with debates already open in the country: the mainstreaming of non-conventional water resources (theACA already works with desalination and water reclamation), the modernisation of networks with leakage reduction, the integration of the water cycle with climate adaptation and the need for well-funded local adaptation plans. For industry, the traceability of the water footprint and closed-loop systems will become a growing ESG requirement and an element of conditionality in access to European funds.
